The Malawi Certificate Examinations and Testing Board (MCE&TB) and the Examinations Section of the Ministry of Education and Culture merged in April 1987, leading to the creation of the Malawi National Examinations Board (MANEB).

A parliamentary act created the MCE & TB in 1969 to supervise the localization of the design and administration of exams in Malawi.

Before these developments, secondary school graduates had to take the Cambridge Abroad school leaving certificate exam.

The MCE & TB Acts were updated in April 1987 as a result of this decision to reflect the creation of MANEB as a central authority.

The creation and administration of national exams for certification, selection, and placement purposes were mandated by this new law on MANEB.

The government of Malawi provides the majority of the funding for MANEB, a parastatal organization that also receives funding from examination and other service fees.
