While education sector remains the key economic driver for human capital development, it is entering a period of significant change, bringing both challenges and opportunities. In addition, despite improved delivery in recent years, it is also clear there are several areas of the organization that need to be strengthened.

Established in 2005, HESLB, as a key player in the higher education ecosystem, is pleased to move to the next phase of transformation for sustainability. To be able to get there, we are making choices through our strategic plan that are driven by the vision of becoming a sustainable revolving fund that can cater to the increasing demands of needy Tanzanian students to finance their post-secondary education, which is required for them to join the vibrant labor market. The Board’s priorities for the next five years (2017/18–2021/22) are: optimizing lending and loan collection; business re-engineering; automation; and strategic partnering.

The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014 and 2016) with the objective of assisting needy and eligible Tanzanian students to access loans and grants for higher education. The main mandates of HESLB include:

To assist, on a loan basis, needy students who secure admission to accredited higher learning institutions but who have no economic power to pay for the costs of their education.
To collect due loans from loan beneficiaries and use them as a revolving fund to sustain operations of the Board
To create synergies through establishing strategic partnerships in student financing, ecosystem

ROLES OF HESLB

Assume control and management of loanable funds.

Formulate mechanisms for determining the eligibility of students for loans Administrate and supervise the disbursement and repayment of loans offered since 1994.
Issued loans to eligible and needy higher education students.
Keep and maintain the register and other records of loan beneficiaries and the amounts granted to them.
Collect repayments for all loans issued to students since 1994 so as to re-lend the funds to other needy Tanzanian students.
Advise the Minister on policy and legal matters related to the issuance and recovery of loans to students.
Establish operational linkages between the Board, higher learning institutions, loan beneficiaries, and employers for effective issuance and recovery of loanable funds.
Establish and maintain a cooperative network between the Board and other local and international stakeholders in higher education, be it government or non-government institutions.

HOW WILL THE LOAN PROCESS BE CONDUCTED?

One of the major responsibilities in managing loans for students pursuing higher education is carried out by HESLB. The Board creates the Loan Application Almanac each year to serve as a guide for the loan-issuing procedure for deserving and needy students. The Loan Application Window opens once a year, according to the almanac. Those who qualify, including undergraduate and graduate students, are invited to apply.

The Loan Application Guideline for the applicable year, which is available for download on this website, contains the eligibility requirements and application procedures. Prospective applicants are urged to carefully read the instructions, get the necessary materials ready, and submit their applications online using the Online Application and Management System (OLAMS). IMPORTANT POINTS BEFORE STARTING REQUESTING LOAN

All loan applicants for HESLB Loan Application 2022/2023 Academic Year are required to: –

Read and follow application procedures stated in these guidelines;
Ensure that the Form Four Index Number provided when applying for a loan matches the one used in your application for admission to a university or college;
Applicants who are seated for Form Four Examinations more than once are required to list all Form Four Index Numbers used while applying for a loan;
Ensure that all documents submitted to support your application have been certified by relevant authorities as specified in these guidelines;
Ensure that all birth/death certificates are certified by the Registration, Insolvency and Trusteeship Agency (RITA), or Zanzibar Civil Status Registration Agency (ZCSRA) “Wakala wa Usajili wa Matukio ya Kijamii Zanzibar” “or designated office(s) to ascertain their validity;
Ensure that all birth certificates for students born abroad and all death certificates for Tanzanian parents who have passed away abroad are authenticated by the corresponding embassies in the United Republic of Tanzania;
Make sure your loan application is fully filled out and signed before submitting it.
Applications must be completed with the correct (and accurate) details.
Each applicant is advised to keep a copy of the complete package of the application form submitted to HESLB for future reference (if required).
All applicants must strictly observe the set application deadline.

General Eligibility Criteria for HESLB Loan Application 2022

General Eligibility Criteria as Pronounced by the Act General Eligibility criteria require an applicant to meet the following: –

Must be Tanzanian;
Must have applied for a loan through the Online Loan Application and Management System (OLAMS);
Must have been admitted to an accredited Higher Education Institution on full time basis except for Students Admitted at the Open University of Tanzania (OUT);
Must not have funding from other sources to finance his/her education;
For undergraduate applicants, must not have a formal or regular income from employment, either public or private
sector.
Must be a continuing student with results/progress reports to show that he/she has passed the examinations necessary to enable him/her to advance to the following year or stage of study;
For a student’s loan beneficiary seeking to re-apply for loan after dropping out from one(programme/college/university) he/she must repay at least 25% of the previous loan amount before applying for a new loan. Payment of 25% of the previously granted loans is not a guarantee for new loans allocation.

Loans shall be allocated in the order of established Neediness, and programme clustering.
Continuing Students applying for loans for the first time must have completed ACSEE or other equivalent qualifications within Five (5) years, i.e. from 2017-2021 inclusive.
All other applicants who will secure admission to pursue various degree programmes in the academic year 2021/2022 must have completed their ACSEE or other equivalent qualifications within five (5) years, i.e. 2017-2021 inclusive
