It is a corporate body tasked with recognizing, approving, registering, and accrediting Tanzanian universities as well as regionally and internationally recognized university-level programs provided by recognized higher education institutions. The Higher Education Accreditation Council (HEAC), which was established in 1995 in accordance with the Education Act of 1995, has been replaced by the Tanzania Commission for Universities (TCU). The HEAC had the legal responsibility to oversee the establishment and subsequent accreditation of private university institutions in the nation. Such a mandate was deemed unfavorable for promoting a workable public-private partnership in higher education because it only applied to private universities, as stated in the 1999 National Higher Education Policy.
